Did Sean Reynolds customize the ability scores for Kushak and Shesht? Despite being a warrior, Kushak is has scores a little better than the nonelite array. Despite being a druid, Shesht has scores a little worse than the elite array.
I don't know that I've every looked for this before, but do the Dungeon editors expect writers to use the elite and nonelite arrays or not?

As a general rule, use the standard array for NPC classed creatures, and the elite array for creatures with PC class levels or advanced monsters. Sometimes we'll arbitrarilly adjust a creature's stats upward or downward to reflect what that NPC's needs might be; designing adventures is as much an art as it is a science, and when necessary it's perfectly fine to assign unusual ability scores to NPCs. If they're significantly higher or lower than what the elite array would grant, we'll adjust the NPC's CR as appropriate.
