This plot sounds a lot like the one of Red Hand of Doom to me. I guess it is a strange coincidence, but can't WotC find another idea??
RHoD does already a perfect job of being THE adventure of goblinoids being run/inspired by Dragons, so why have another one the same year??

I'm wondering if it's a prequel or a sequel. I would guess a prequel based on the description of it being an introductory adventure for players and dungeon masters and thus a lower-level adventure than RHoD. Of course, it could be a sequel for other low-level characters to deal with a sort of aftermath effect of the goblinoids running amok without any organization or whatever.
