I have question about scouts their skirmish ability. Could a scout from Complete Adventure still use his skirmish ability while on a mount? Does he still get the benifits?

Hm tough one. I see nothing in the skirmish description that wouldn't allow the ability's use from horseback...but it doesn't feel right. As a DM I might rule against it; skirmish damage comes from the scout's expertise in mobility. While a mount is mobile, it does not have the scout's expert training. I would have a hard time imagining that a scout could depend on a horse's mobility to have the same results as his own.
