This item is found in the Harpy nest in the Twisted Branch lair. Does anyone know exactly what this does? I've read the entry in the DMG (+3 competence bonus on the wearer’s Charisma-based checks), but I'm not sure what this extends to. Is this just for save checks that are charisma based? Should it apply offensively to the save DC for spells cast by a sorcerer who wears the item? Or is this a straight +3 to charisma? Does it apply to charisma based skill checks?
My gut said to just give a +3 to all defensive saves that were charisma based, but that power doesn't really seem to fit the name of the item.

The circlet's powers aren't nearly that good, especially for only 3000 gp. (sorry, would hate to see a +3 DC to save item in the hands of any spellcaster). The circlet grants the wearer a +3 bonus on all Charisma skills, like Diplomacy, Bluff, Handle Animal, and USe Magic Device. Good for rogues, bards, and artificers, and somewhat good for social sorcerors and paladins.

Luke, "check" is a game term defined in the PHB glossary. If you still have questions after reading that, let us know.
So I just looked up check in the back of the PH. It seems to indicate that the circlet grants its bonus to turn checks since they are essentially a charisma based check. What do other people think.

Ah, the social warlock... that +6 bonus to Bluff/Diplomacy/Intimidate really helps smooth the transition between most forms of government and, you know... the warlock ;)
