Quick Question

This may be covered in the rule books...but since they are being shipped to me and i don't have access to them for awhile..perhaps someone can refresh my memory please?

A 1st level fighter (+1 attack bonus and +1 from str when wileding a long sword) is attacking a monster with Ac 23. We established in a previous post that he can only hit on a natural 20.
My question is what about if he rolled a natural 19 (not enough to hit with the bonuses he has) but supposed to be a threat for a crit. What happens? Is it a miss or does he reroll and crit only on a 20? or how is this resolved?

Your feedback would be appreciated. Thanks.

You're hypothetical fighter would have to hit his target; roll a 20 in your example, to qualify for a crit-threat. Just rolling in the crit-threat range is not enough.
