Are you linking this to The Age of Worms? It does make sense to have him connected to the Ebon Triad instead of the cagewrights. You'll also have to explain the difference in class levels,althouigh the soul pillar adventure is tough enough without him. He just already left. He can bail when the going gets tough in Cauldron,marking his return as leader of the Vecna sect (after setting up his rival Skaven Ambermead(?)in Flood season and leaking info on the cagewrights in Lords of Obivlion.)

Actually, I'm thinking of using Fetor's stats as stats for the Faceless One. That is to say, he's going to be seen in the Kopru Ruins during Flood Season, then bugger off to do some research in Karran-Kural.
I was considering making Skaven his apprentice, and when the PCs enter, the FO will basically make some disparaging remarks, and Skaven will attempt to handle the PCs all by his lonesome in a desperate attempt to win approval from his master.
