Being bound doesn't change its alignment -- given the opportunity, it will still do evil.
Edit: at www.wizards.com/dnd/article.asp?x=fr/pg20020731x it says that the blood golem is Neutral. A mindless creature that does NOTHING beyond following programmed instructions is just that -- mindless. This monster is Neutral.
Collecting enough blood to make one probably isn't Neutral :)
