I could be wrong again, I don't have my books with me since I'm at work, but isn't there a "vampire" template in the monster manual that you just add to any race or monster if he (or she) becomes one?

I'm interested in playing a half-elf/half-vampire character, and starting a dark campaign about the wars of the Undead (Vampires, Zombies, Revenant, and Liches mainly), but I need the information below and some other stuff before I get started making and writing it. I need information like stats, ability modifiers, resistances, innate abilities (such as regeneration, energy drain, and magic spell-like abilities, etc.), and level equivalents for half-moon elf/half-vampire, half-drow elf/half-vampire, and half-human/half-vampire player characters. If someone could provide that information for me, it would be very appreciated. Thank you. =)

I think there's a half vampire template in Libris Mortis. Based upon the premise that sometimes a vampire is briefly fertile right after (presumably he)feeds, allowing living offspring with some of the qualities of a vampire to come into being.
Check out Dragon issue # 313 (with the werewolf on the cover)from 2003. There's an article in there with a half-vampire template. Can't remember about Libris Mortis. And yes, the full vampire template is in the MM.
