If the enemy has more hit points than the damage rolled, does this still damage the enemy for thiat amount?

No. The target either dies (if hit points are equal to or lower than the amount rolled) or is unaffected (more hit points).

Correct, if you use deathwatch in combination with death touch you can almost assure a player's demise.
