What rules set is this stuff for D&D, the D&D Miniature Handbook or is this more like the rules lite booster packs like Angelfire?

Hi Melmoth:

The Compleat Encounters will use the latest version of the d20 open license as its rules set. This is first and foremost an RPG product. The miniatures have been scaled so they match the scale of the D&D minis, but there the stats are full-blown d20.
