I was hopeing to use clest as one of the nobels in the meeting during foundation of flame however the party wizard has permanet arcane site... what would he see when looking at here?

Until the Hardcover comes out (and even after, for that matter) you can make Celeste whatever you want. Her role in the Hardcover release of Shackled City has been modified somewhat, but if you're running the adventure as presented in the original series that ran in the magazine, we left what Celeste is open to the DM to decide.
The only thing we've said about her in the adventures so far is that she's not a humanoid.
