Sorry if this has been covered but I was flicking through some Dragon mags the other day and I had some adventure ideas I would like to pitch to Dungeon. So my questions are:
Can I use material from a Dragon article (NPC, magic items, new spell, monster, location, Prestige Class, etc) in my Dungeon adventure proposal?
If not, can I use really old pre d20 Dragon articles if I convert the 1st or 2nd edition stats to 3.5 and then use them in my Dungeon adventure proposals?

Yes, you can use pretty much anything that appears in any issue of Dragon or Dungeon in your proposal. Keep in mind, though, that we'll need to reprint all the rules material, since we can't assume that everyone who will run the adventure has access to the other issue in question. This'll eat into your word count, so it's a good idea to not use TOO many things like this.

Thanks James. Just another question from your response. Does "eat into your word count" refer to the paid word count? So if Dungeon reprints Dragon magazine text for an adventure, the author of said adventure does not get paid for this? Does this apply to monster stats?

By "eat into your word count" I meant to say, it reduces the number of words you have to present non-stat elements to your adventure. An adventure with lots of reprints and monster stat blocks is going to have a correspondingly smaller amount of space devoted to the story, which hurts the adventure, since without story all you have left is a glorified minis battle.
Reprinted feats and stat blocks are not deducted from the total pay for the adventure, in other words. You'll get paid for every word.
