Does an evil-aligned NPC count as evil for the purposes of the Protection from Evil spell or does this only affect monsters and outsiders?

Are there any rules or guidelines on costs for training to go up a level? I've looked through the Pathfinder Reference Document, the d20pfsrd, and searched the messageboards for posts and can't find anything other than the costs for RE-training. Thanks.
