Why wouldn't you just hand wave it? Why would you even be thinking about that?
It matters because I like things to make sense. I'm sure that it is POSSIBLE to get it on with a 10 foot tall air genie. But not a feat most could tackle.

1st idea, flip the parents, make the djinni the mother and the human the father
2nd idea, seek an alternate air or storm related creature, anything could work, even an entity with an air or storm related bloodline
3rd idea, make either parent a spellcaster
4th idea, have either the birth or conception happen near a place or event with strong ties to the plane of air by means of convenient location and use any pair of parents
5th idea, the sylph was born via alchemy in a beaker
6th idea, treat the sylph as a seperate compatible species and reskin it.
Thanks for the ideas! We had talked about switching the parents, but it was originally posed as the mother being the human. I really just wanted to see if there was a way that made sense. I also figured spellcaster was an option but I don't think that the mundane parent has casting talent. Obviously the djinn could.
Again, the main point of this wasn't so much trying to give my player access to the sylph. I know I could always make up something. I was more hoping to complete a rational train of thought as to HOW you get a sylph.
Sometimes, I wish Paizo would go into more detail on that stuff but...I think racial husbandry might be a little too risque.
