The solution here is very simple: remove the '20 is a crit' rule and replace it by 'X above the number needed to hit is a crit'. Either a straight number (5 or 10) or in gradations of severity (as Bastion Press did with Torn Asunder, obviously inspired by Rolemaster's A-E type crits).
That poor goblin will hardly ever crit again in his (presumably short and miserable) life...
