Hmmm, I've had that problem with a group I used to run; and keeping him ostracized helped out with his behavior. Keeping consequences hitting consistently helps bring life to the setting and session, and even having complications aimed towards him helped keep the other players from being penalized by that character's negligence and abuseive social nature.
Recently I've been playing in a game where a player does that same thing, I find it kind of entertaining though so it's hard for me to judge. ;-)
