What is the effect in game terms to wielding a sword that constantly belches out smoke? Is it like the smoke from a torch or is it smoke that obscures vision and causes problems? Since there is no specific game info that I can find anywhere, I'm thinking of just making it so that when it is drawn, it is whispy smoke like from the embers of a flame. Nothing more.

I understand exatly what you are saying. That's not what I'm looking for though. I'm using a program called tablesmith. With it you can create or use tables to generate results. I've created a table that will randomly generate a description and history for magic items or hierlooms that could be found in a treasure hoard or as the subject of a quest. Someone has created a table for the lands and countries in Greyhawk that I can incorporate into my table. I would like to do the same for pathfinder. to find out more look up the Random DM blog or the yahoo group for tablesmith. Right now my table could generate the following:
I have listed all of the countries of the Inner Sea in a table and any one of them has an equal chance of being selected. I would like to weight the output of the table further by applying a higher percentage chance for those kingdoms with larger populations.

True. I do realize that it's not a perfect system, but no random table ever is. If an NPC is a dwarf or elf, that also affects the percentages. Evil or good is also a factor. I think that I'm going to set a general percentage based on the overall population of humans for item histories with a bonus based on the age of the country. As far a ncp backgrounds, of course 99% of npc's will be from the country where the adventure take place. Of the 1% not, 90% will be from neighboring countries. The percentages will be different for adventuring NPCs.
