Way back in 2E I had a DM who had us encounter a village of talking squirrel's. We slaughtered them outright for being 'freaks of nature' then we found another animal village, this time of talking turtles. We took the time and turned every one of them on its back to bake to death in the sun....we were not a 'good' party.
If modified slightly it could be useful offensively in the right situations. It seems to only be meant to function in the hands of the the person wearing the armor, I could see someone making a modified version that effects any armor its held to for 3 rounds, such as the armor of the person you are grappling. I could also see a version that allows you to put the armor on an unwilling target such as a spellcaster, though this could be to greatly abused. As it stands though this it an extremely handy item, I too have noticed many players who will shy away from heavy armor simply because of the time needed to don/remove it, having these available would make it more likely for those that can afford one.
I actually picture a mother pulling a rampaging toddler back to her with this. Or in the typical tavern layover the fighter pulling his beer to his table because he forgot to bring it from the bar....or quickly snagging one someone doesn't seem to be drinking. And the cleric pulling the downed melee out of the ogre's reach to heal him up without risking himself would be awsome. I really love this item. The looks might not fit in some adventurer's 'style' but I know plenty who would roll with it.

But yeah I see this as Huge for some of the new classes especially the witch. Probably would be one of the first items I would want to get for such a character since a fighter can just get a new sword if needed but Mr. Fuzzles would feel irreplacable.
I think one of the more fun items I ever made as a PC was just basicly a spell in a can but became insanely useful. Just a reins from a horse that could cast mount (1st level caster) at will, they only lasted 2 hours but you can get alot of use from being able to make a herd of horses quickly. We stampeded orcs, sent a whole village to safety each with a horse, pushed them off cliffs onto enemies (thought of using them as free catapult ammo but never needed a catapult). And we also realized that nothing in the rule book (well core ones we had) mentioned what happened to a summon when it died but the spell still had duration....so we realized mount would be great for binge eaters, eat all the horse you want then when the spell wears out 'poof' empty stomach and very little calories. And since you can summon riding dogs with it too you can switch up meals (assuming you have characters that don't mind eating horse or dog, very useful for a goblin pc though)
This one i rejected since the only good name i could come up with sounded way too similar to Neil's winning item from last year and I wasn't sure what spell to use for the second effect. Last Breath of the Venerated Dead
This one seemed too costly for its effect (the low save) and I wasn't sure how much to deduct for the drawback. Glimpse of the Sun
