One of my players cast a spell from a scroll that is normally dismissable. Is he able to dismiss it himself whenever he chooses, or is that not possible since the scroll's creator was the source of the spell?

I apologize if this has been covered elsewhere (and would appreciate being pointed in the right direction). I haven't figure out how to best describe it in terms of the rules.

I'm running a game using Pathfinder and the full body of D&D 3rd edition. I have a player who is interested in slamming the ground with his weapon and creating a shockwave, lines of energy, or what have you that strikes several enemies at once. It's a common attack in many anime and super hero comics. The attack doesn't have to be always available (1-3/day is quite fine). Can this be accomplished in any way that doesn't have to be house ruled?
