Since they're widely mentioned in many scenarios, I'd love to have some clarification (if there's an official one) on how they work specifically, since the CRB has no description, other than lifeboats and escape pods being equipped with one.
Can a starship send more than one, and is it assumed that each starship comes equipped with a number of these? RAW, they're included only in lifeboats and escape pods so that would be kinda debatable. (would you expend the use of one DB from one of your lifeboats/EPs?)
Do they have a maximum range/lifetime? If so, since they're mentioned widely as "hooks" in scenarios, are they found just by sheer luck? I take that if one gets sent from the Vast, chances for it to be found by a wandering ship are pretty low even though it seems quite the common occurrence
How do they work with the Drift? Do they work AT ALL if sent within the Drift? Can you catch a distress signal while traveling the Drift?

Grafts, roles, and classes likely impact those base numbers as well. We won't have full rules until Alien Archive comes out.
Clara is CR 2, so her master skills should be 9 + 3 = 12 and good skills should be 4 + 3 = 7. I assume the extra +1 is coming from her operative class.

She likely has skill focus (which doesn't stack with Operatives Edge) getting you to 12 with Ace Pilot theme granting her another +1
Right, they don't stack but still it doesn't add up if she doesn't have the Ace Pilot theme AND the Skill Focus feat which aren't on her sheet

If there was a typo and her piloting was, let's say, +53 instead of +13, would you just say "well, NPCs don't follow the same rules, must be ok"?
I can't find out how Clara-247 has +13 on her Piloting skill (stats on page 31).
I've calculated her score which should be: +2 (ranks) +4 (Dex mod) +3 (class skill) +1 (Operative's Edge) = 10
What am I missing? There's no mention of a Skill Focus Feat on her stats (actually, no feat at all) so shall I assume that's the feat she chose at level 1?
I'm going to GM this scenario soon and reading through it I thought the leap from the Wall of Names to the Shrine of the Failed wasn't really intuitive... I'll try to explain myself:
I'm GMing a group of novice Pathfinders (we're just a very young lodge here in Italy) and my guess is many, if not all of them, don't know many things about Absalom and its points of interest, like the Shrine or even the Starstone Cathedral for example. I mean, their characters might know but the PLAYERS don't.
I thought it would be quite awkward to say "Hey, with your history check, your character remembers that there's a monument called Shrine of The Failed [...] <insert description of the Shrine here>" and they'd be like "oh well I guess we have to go there then!".
Don't get me wrong, I'm just trying to ask if a player should be familiar with the city setting to actually have a chance to remember about the Shrine or if it's clearly pointed out with its name (and not only with the tombstone clues, which are quite pointless if the players don't know that the Shrine even exists...)

All I can say is your VO must have way more time than I do, I sure wouldn't want to report everything that is played in my region. I guess it's the VO's choice, but the way it's usually meant to work is the organizer for each location/city reports their own games. This is the first I've heard of a VO wanting everyone to send reports to him so that he can do it himself.
As for the delegate, I believe the person who created the event or VCs can add reporters (since we can also edit events).
Well, in Italy sadly there aren't many "lodges" (we're trying to slowly fix that). I see on our official facebook page like 2-3 events per week maximum, spread across the nation, so it not so big as it might be in the USA... Thank you for your input though :)
I think the "delegate" option is still only available to the testing pool (Venture Officers?).
In general, though - the VO does not have to report all games for their region. If it is a game event they coordinated, like a convention, then they generally do it, but if this is a game you are running, you should create the event yourself and report it. In general, the event coordinator (who may not be a VO) reports the games for the event. If that is you, just go ahead and do it.
The point is... I've been instructed to NOT do it myself (maybe because I kinda made a mess explained above) as they will handle it themselves, so I'll just let them do it, hopefully they'll report my first event soon enough... I don't really want to bug anyone by pressing, it's holiday after all.

kinevon, thanks a lot for your input. Especially point 2), which seems that they got wrong (they said that I got fake credits for the test event even if I canceled it...).
I did option a) at the moment, and I hope to get this resolver with my coordinator soon. As I said he might be very busy at this time so I won't be too pushy, just link him here.
Thanks for the heads up, but I guess I'll wait a bit since I'm the one who kinda made a mess with all the events (the guy from PFS seemed pretty upset, remembering me that cheating scenarios is a very serious infraction). I'll link them to this thread to see what they say about it.
EDIT: another question, maybe a noobish one: can I report events that I did NOT create? Do I need like, permissions from the creator or such things?
First point: as I said, it's been around 10 days since I reported the event. They might be busy, as they're running the whole italian scene. I talked to the coordinator and he said that I should delete the event I created as they will handle every official report to Paizo for the whole italian community, so me and other GMs just have to run the event, file a written report then send it to them.
I have faith and maybe they got a bit clogged up since it's a holiday period... As for your suggestion: there's already an event for the scenario I ran officially (and I guess they'll want to keep that).
That said, I'll see tomorrow if I can reach them and explain (I'm messaging them through their page on Facebook).
I'm opening this just to ask a couple of questions:
I GM'd a scenario which I reported to my nation coordinator (Italy). He handled all the online reporting forms since this was my very first experience with PFS, but still in my personal profile, under GM Sessions I still see "No sessions were found.". Is this ok, or should it appear there? May it be that they still haven't reported it? I guess this is unlikely though, I submitted the report more than 10 days ago and they were quick to say that they would compile the online report right away.
Second question: I mistakenly created an event just for the sake of trying the system but then I realized there was no way to delete it. I got informed that getting credit for fake events is prohibited and I promptly canceled said event because of course it was just me trying out the online reporting form, I didn't really want to "cheat". I've lurked around and found that you can't completely delete events, just keep them canceled and re-use them when you have another occasion. Is this correct?

Nicola, one of the italian coordinators, already gave me everything I needed to run the event (mad props to him) and now I just can't wait to play!
I just hope I'll be good enough to GM the group of partecipants and I also hope to find another couple of people willing to GM so I won't have to turn down any newcomer due to the limits of players per table! (so far I'm the only GM around here)
It was awesome receiving a welcome from the Global Coordinator! I couldn't name another company/community that has this level of connection between staff and players... I'm very happy I joined the group!
I'm a fresh PFS player from Italy who was lurking the whole organized play scene for a while and finally decided to make something happen in this country. I hooked up with the italian PFS coordinators and they were so awesome and supporting that I already scheduled an event which I will GM in a week!
Just to give you a quick overview, we're playing in a small city in the center of Italy, less than 100k souls living here, and after 3 hours of the event being on social media I already got 5 players who wanted to get involved and signed up!
I'm excited about being a part of this immense and wonderful community and just wanted to share it with you.
