Does anyone know any created true humanoid Dragon race, one that is not mixed, templated, done as a class or were once another race but a direct mystical (magical) born humanoid shaped dragon that is a +0 LA race that was published in Dragon issue?

I would have to agree, I can't think of any from the 3.0+ era.

There might be something from way-back, but I'm not sure.
You may be thinking of Krynn based Draconians, the closest I can think of right now, covered in the mag. However they were
not presented as 0 LA-- you would probably have to modify them
down to get that.

Hey all.
I'm kind of surprised I haven't seen a comment on this yet-
Malf Ulad's Divining Board

I just want to thank Sean K Reynolds for injecting a little
humor/nostalgia into the Wee Jas article. Overall a great
and informative article, but this bit had me chuckling to
myself quite a bit. Memories of way back in the day...

Oh, for those who don't know what this oldtimer is rambling
about :

Yes the pronunciation is (wee`- jhah)

Thanks again SKR,

Doing better than I. It's December and I still haven't got #350 yet...

Is there a policy on what to do when an issue is this late?
I was unable to reach CS by phone this week.

If my local post office lost or damaged it, i don't really expect
that they would admit to it anyway.

Anyone else not get theirs yet?

Well, Nov 2... #337 did finally arrive today.

But it does seem odd that so many here have the same
excessive delay on their copies...

With great sadness I note the passing of science fiction and fantasy's grand dame, Andre Norton. Long before TSR had a fiction department, Norton wrote Quag Keep, in which D&D roleplayers actually become their characters and embark on a quest for Quag Keep.

I invite you to share your favorite Norton novels and stories here. Surely there are Witch World fans in the audience.

Thank You, Troy, for mentioning this. I had read of Ms. Norton's

passing, and I too am deeply saddened. I often consider her
work as that which got me reading SF in the first place.
I have read and enjoyed far too many of her novels to be able
to pick any one as a favorite.

However, I would like to see discussions of her work, here.

Hey Alzrius--

According to my copy of 191, the author didn't list an
alignment fo Leopard. Being venerated by vampires and
lycanthropes, I'd say your choices are CE OR CN.
Hope this helps.
