Support past 20 sounds fine, but I think they'd do well to blaze their own trail for that. The WotC epic rules are a valiant but misguided attempt to pound a square peg into a round hole with a Maul of the Titans. It's a kludge strapped onto the end of the system with duct tape and baling wire.

Hmm. I don't think so; the fear effect is ONLY for Turning. The Rebuke mechanics give rules for healing and a chance for control, where the flavor text describes healing, a chance of immobilization, and a chance for control.
