Racial stat bonuses are good. Racial immunities is too hard to balance for PVP. There is no min/maxing in a skill over-time based game.
Stephen Cheney and Goblinworks need a cooler name than 'merit badges'-can you help?

Deeds is less general than Merit Badges

If they "class it" it could be

-certificates, diplomas, scrolls for the casters and town leaders
-medals, trophies, favors, deeds for the melee and divine
-chores, jobs for the gatherers and crafters

No respecs, just character transfers/exchange after a few years like EVE.
