If you have no shipping addresses you'll need to add one during the checkout process. We are aware of a problem with IE shrinking the address pop up if compatibility mode is on but both Firefox and Chrome have been displaying it normally. I just tested on the latest version of Chrome and the box is display full size for me (also on a windows 7 machine). Are you running the latest version of Chrome?
