1.Can a character choose to delay a choice(such as spending skill points or selecting a feat)until a later level?
2.If I create a new character in a high level,can I choose my all feats as I get it in my present level directly？(Fot example,if I'm creating a character who has eight class levels,can he use a feat when he get in a lower level(like five)to choose [Improved Critical]?)Or I have to use the [Retraining} to reach this goal？If the answer is yes,should I pay for the[Retraining}?
