Yes they can. CHA is not only beauty but how one carries themselves and how proficient they are with a "silver tongue". Prime example;
The Phantom of the Opera. If you know the story the Phantom is essentially an epic level bard, he could fascinate, and implant ideas into peoples mind and had a very strong way of carrying himself to the point of sheer intimidation. He was hideously deformed on one side of his face that when his face was revealed people ran in terror. So yes, it is possible to have good CHA and have the remnants of taco night look better.

Are you trying to replace 227? Otherwise this should be 289.

227. The PCs have been taken prisoner by an ambush of drow. Instead of killing the PCs the Matron decides that they should be thrown into the Darklands Pyramid for entertainment. Should the PCs make it to the Bottom where the exit is, they are to be set free. The PCs are stripped of all gear and clothing aside from a loin cloth and thrown in the top of this pyramid like dungeon. The PCs must start from scratch and get to the exit to survive, if the drow matron keeps her promise.

Indeed. I new about merrows and scrags but i never really thought about giving things like the assassin vine the aquatic template. Great ideas so far. Keep em coming!

Good point tonyz. the party consits of;

LVL6 Pack lord Gnome Druid with a fox, a goat and a deinonychus (dinosaur)

LVL6 Two weapon Half Elf Guide(Ranger variant) built to resist enchantments and a favored terrain of plains

LVL6 Human Oracle/Cleric/Hospitaler(Paladin Variant) That can channel energy 14 times a day. (not kidding)

and a LVL5 dwarf wizard transmuter NPC that follows the party around from time to time providing arcane support.

I did. I was thinking of how to adapt the water raising puzzle from the water temple. Except that the slippers of spider climb that they have would make short work of it.

So the party has discovered an underwater tribe populated with undines and merfolk, in search for an artifact peice. The tribe told the party that to go into the temple to retreive the artifact, must be members of the tribe. The chieftan has agreed to make them honorary members of the tribe should they deal with the nearby aboleth problem. Easy right? So problem delt with and now they're part of this water tribe. But now I must populate the water temple/dungeon with puzzles traps and enemies. I figure do a half underwater dungeon and half not underwater. And implement puzzles that require the lowering and raising the water level. Legend of Zelda anyone?

Help a new GM who has never built an underwater dungeon before?

These are all great and will more than likely make an appearance in my dungeon. I've also thought of a few that would be interesting. For example a trebuchet type floor trap where it throws the "lucky" adventurer for a fun filled ride. I just don't have an appropriate cr for some of these homebrew traps just incase the rogue has to be a big jerk and disable them. but for my trebuchet floor trap here are the stats.

Activated bya pressure plate.
Relfex 23 to avoid
Throws the 50' into a wall for 5d6 damage plus the 20' drop at the end for an additional 2d6

CR5? Maybe?

Any tips?

Slings, pretty handy little things. Makes throwing a rock more effective. But for a second lets say you want to throw an alchemist's fire. Could you increase the range of your alchemist fire with the aid of a sling?

In my homebrew the party stumbled upon a treasure map to a dwarven engineer's treasure vault. This vault is his best and finest work and something his decendants can be proud of. Now it needs to be infested with traps. Non-magical traps as this dwarf was an engineer not a wizard. Aside from the ones in the book anyone got ideas?

While it makes sense that if the whip coiled around your leg is charged with a Shocking Grasp should be shocking you, I am going to have to go with the wording of speelstrike to make my decision. I would say no. The rules of spellstrike say "as part of a melee attack". Saying that, trip, and sunder etc. are not melee attacks. They are classified as combat maneuvers. But in the end it boils down to GM decision.

I looked in the current version of the core and it said the same thing...pg 419 I think it was for the "wait until new rank in spellcraft" and it still said wait a week in spellcraft

So as a wizard you can copy spells from a scroll into your spell with a spellcraft roll of 15+ spell level. Well what if you fail? Our group figured out that the scroll doesn't get used but the book says two different things on failures that contradict one another. In the magic section it says you must wait until you get another rank in spellcraft. But in the spellcraft section of the book it says you only need to wait a week? Which one is right?
