Wondering how quell energy will work on spells that an enemy has already cast but is doing elemental damage over multiple rounds. Specifically, would it stop damage from chill metal.

So I am building a winter witch for play and am still deciding on my patron. I am leaning towards winter, but I have become hesitant in looking forward to taking Winter Witch PrC levels. Is it a bug or a feature that the 2/3 of the spells granted by th Hyperboreal Patronage feature of the PrC are also spells granted by the winter patron? Granting those same spells seems to disadvantage taking one of the more obvious choices in patron. Would love to hear any thoughts on this. Thanks.
