That might be true, but the fact that it references the Hit Points being lost as damage, the hardness would soak it up. The ability is assuming that it's normal parchment
Well I am building one and what I ended up doing was buying effectively Griffon Mane parchment. It counts as a cloth/hide and it seems reasonable that they could use it as paper. The great part about it is that it's cheap (50gp/lbs), and it has hardness.
