at what point does ACP affect move movement speed.

and what do I need to tweak to make a level 2 barbarian level 2 fighter to allow my max speed of 40ft.?

Is there any way to have a medium armor that doesn't have a retarding effect on movement?
Ex...
A breastplate +6 AC -4 ACP 20 ft. movement reduction and a weight 30 lbs.

I guess my main question I have is if I (with the use of traits and master work quality) could I negate the speed reduction? Because I'm sick and tired of needing light armor if I make a barbarian.
