Mental Bastion
Your relic takes over some of your mental processes and enhances others. You gain telepathy; if you already have telepathy, you instead increase its range by 30 feet. Whenever you would become stupefied, reduce the value by 1. You are permanently quickened and can use the additional action to
Recall Knowledge.
The Telepathy granted by the gift needs a default base range as well as "+30 feet range if you already have Telepathy". While most creatures have 100' Telepathy, but there are several other options (touch, 30', 60', etc).
I've assumed 100' in my game to match the common outsiders, but this probably needs a minor errata.
