First of all, Anguish, thanks for explaining to the less initiated why trying to scale up in the midst of days of an unexpected demand crush is essentially impossible.
Second, I've now had luck downloading if I go back and forth between Firefox and Edge browsers. I've found that I need to start the personalization process in one browser. I never get any confirmation that the personalization process is finished, and if I keep hitting the download link every few minutes or so in the original browser, I either seem to restart personalizing or get kicked back to the home page and have to sign in again. In either case, I never see the "Your download should begin in 5 seconds" link at the top of the page after a reclick in the first browser.
However, if I instead sign into my account in a second browser altogether (having a non-private and a private window of the same browser doesn't seem to work), I can then click to download the files I set personalizing a few minutes ago in the first browser. It'll take a while for the download to actually start, and the downloads are still slow, but they'll go through in due time.
I've verified that it doesn't matter which of Firefox or Edge is the first browser and which is the second. It's the personalize->download order in separate browsers that matters, not the specifics of the browsers doing it.
