Please keep in mind that this is only true in Pathfinder Society play, outside of that the Prestige class Technomancer is Completely capable of fixing and recharging time worn machinery such as this laser pistol. Its only because this class isn't allowed in PFS, that the laser gun becomes useless after the charges are used.
