Yulau is way better at Diplomacy than Pennel and should take the lead on future conversations/rolls.
That said, if Bluff is an option, there's my massive bonus.

Unless someone objects, Pennel is willing to spend the d4 hours gathering information. Not nearly as good as my Bluff, but not bad. Aid anothers would be helpful so I will spoiler tag the result.

Penell keeps an Arcane Mark on his body at all times, set up days in advance of any call. This matters due to the Magic is Life trait he has.

Pennel raises an eyebrow.
"Your knowledge of the world is impressive. My kind are not numerous, nor do we tend to attract attention to ourselves."

Grabbing the silly Tengu by the beak and shoving him out of the room, Pennel enters, then smiles. His ears look Elven, but his skin is an icy blue. His white hair is cropped just short enough to stand up on its own, but a long braid hangs from the back and often flops over his shoulder. While above 6's tall, he is slim, some would say gangly.
"Hello, I am Pennel. I warn you now, I am an unabashed liar. Nothing I say can be trusted. Fear not, I will do nothing to harm you. But my stories may not always be entirely verifiable."
He absent-mindedly pulls a small viper from the pouch in his belt. Then, struck be a revelations he speaks again.
"Oh, sorry, this is Vivienne, my dear friend. She doesn't speak, but I feel her deeply."

Oh crud! I just realized Zubb Zubb is level 5 now. I will have to replace with my Samsaran (boons rock) Enchanter.
His Bluff is flat out busted, but he needs it for his gimmick.
He had Improved Feint, and casts Spectral Hand. This means he can feint, even at range, then deliver a melee touch spell via Spectral Hand, and target flat-footed touch AC.
