The level 20 ability of the Arcane Bloodline, Arcane Apothesis allows you to spend 3 spell levels in order to fuel one charge, for instance in a staff.

Now Staff of the Master allows you to use Metamagic feats you possess by spending charges equal to the level of the feat you are trying to use.

So would this allow a high level Sorcerer with the Arcane Bloodline to fuel their metamagic feats by burning low level spell slots? So for instance the sorcerer would be able to Quicken a level 9 spell by burning 12 spell levels in any combination (such as using 3 level 4 spells)?

Yes. It's a very powerful combination. If you're planning to use this combo I'd recommend getting a Robe of Arcane Heritage to go with the staff so you can start at 16th level rather than 20th. Rings of Wizardry also go well with this setup, giving you more low-level spell slots to spend augmenting your most powerful spells (although I'd imagine that most days you wouldn't run out of spell slots anyway).

Is it possible to confer the benefits of the spell Weapons Storm
(http://www.d20pfsrd.com/magic/3rd-party-spells/rite-publishing---3rd-party -spells/w/weapons-storm)

to other party members through the Reach Spell metamagic?

The spell description states that if I am not holding the weapon then

the spell ends; but since the spell is being modified from a touch to a

ranged touch, could I be considered to be in contact with the weapon in

question? In my mind I imagine a kind of energy tether coming from my

cleric's hand, connecting to the fighter's sword and extending up to

the modified spell range. Is this a valid interpretation or would

Reach Spell not work that way?
