What type of action would it be to bind someone with them?

Could you apply them in a grapple, by either 1)with a grapple check using the same mechanics as Tie Up resulting in them being bound by the shackles instead of being tied up and helpless, or 2) by not using a grapple check and instead using an action that doesn't require two hands? Would the check be your CMB vs. your opponent's CMD or would it be some other sort of attack roll? Is there a more esoteric method I have not mentioned?

Can you bind one of the shackles to your opponent and one to yourself - both becoming bound by the shackles?

Can you bind one of the shackles to your opponent and one to an inanimate object?

I would like to create a signature sturdy rope for my grappling monk - the higher the burst DC, the better - and was looking for any suggestions including materials, spells, alchemical processes, etc. PFS legal is a plus, but not required.

Page 200 of the Core Rulebook reads: "Tie Up: If you have your target pinned, otherwise restrained, or unconscious, you can use rope to tie him up. This works like a pin effect, but the DC to escape the bonds is equal to 20 + your Combat Maneuver Bonus (instead of your CMD)...If you are grappling the target, you can attempt to tie him up in ropes, but doing so requires a combat maneuver check at a –10 penalty..."

Does this mean that you take a -10 penalty to tie someone up if you skip the "Pin" and go directly to "Tie Up" or does it instead mean that you always take a -10 penalty to tie someone up that you are grappling and you may only attempt to tie them up if they are already Pinned?
