Backstory:

Moa'Taar, a lifetime citizen of Sandpoint, enlisted in the city guard at the age of 16, and during his training it was discovered that he had a knack for solving tougher crimes: Murders, thefts, smuggling rings; in his time, Moa'Taar thought he had seen it all, until the day of the Swallowtail festival, where a horde of Goblins attacked the ceremonies under suspicious circumstances.

It was during this time that it came to light that Moa'Taar had been working with a rather serious injury to his left arm, which prevented him from raising it above his heart without severe pain. It was the reason that he had always relied on his fellow watchment to handle the rougher stuff.

The town council was in a situation, however: he had solved major crimes even after being injured during his training to be a guardsman. There was also the situation with the new so-called "heroes of sandpoint" to consider. In the end, it was decided that he would retire from the guard and take offer his services to the adventurers as a local expert. By the time everything was handled, however, the adventurers had left town to deal with the some sort of situation. Upon their return, however, Moa'Taar was resolved to complete his mission and offer them his assistance.
