What part of the rod is manipulated when using a metamagic rod?

I believe they are concentration items-- standard action but being held would work .

Tiefling with prehensile tail will allow you to hold a rod

Would a duelist be allowed to use his off hand attacks to parry?

Mine has TWF and ITWF with 2 primary attacks (4 total)
Am I able to as a full attack action save my off hands to parry incoming attacks?
