How does a creature with CR less than 1 and NPC gear as it's treasure type work (for instance goblins or orcs)? On table 14-9 there's obviously no entry explicitly for them so do they use the amount given for level 1 NPCs or simply just the value of any gear they're listed with and no other treasure?

I'm a little confused about how treasure works in Pathfinder.

On the one hand you have the table 12-5 which lists how much treasure should be given per encounter with a ruling that NPC encounters should be followed by zero treasure encounters.

On the other you have the fact that each creature has a treasure stat-line which tells you how much treasure they themselves produce.

So which one should be used? Do you work out random treasure equal to the amount for the encounter? Or do you simply use the treasure from the monsters stat block (and if it's standard make it up to the value given in table 12-5 for a monster of that level).

Or even a combination where you use the treasure line of each monster and make up any deficit with random treasure?

I've been reading up on the rules for skeletons and notice that the table for CR goes all the way down to 1/2 HD, but I can't find anything that has this!

Does 1/2 HD mean something else than literally a 0.5 multiplier? Where in the books does it explain this?
