Tyrant Tyrant Matriarch Urlrith Tanor'Thym is Cold, hard, Cunning, clever, manipulative, dogmatic at times and above all pragmatist. To her everything has a use, if she can not find one, give her time and she will. In fact she prides herself on doing so. She is a complex being, A ruthless leader, a figurehead of a whole city. As a rulers always thinks before she acts, and when she acts it tends to be part of a plan. Her court is full of flunkies and followers, her own off string, outsiders looking to gain. And to rule them she used hard cold law, to her being good or evil matters not, what matters is the LAW. A contract once made must be fulfilled, she made trade key to the city she loves and rules over. Criminals who break the rules face Archdevil Moloch flames. She rules with a combination of Greed in others and fear of her. She is a political operator of the machiavellian type.

1.Tyrant Matriarch Urlrith Tanor'Thym is last A surviving daughter of Tyrant Matriarch Zirrna Tanor'Thym seven female childean.
Reslenly it has come to light that one other survived along with her hated elder sister.
2. She outcast herself to the run to the sun lit realms when a war of succession started, but even then was pursued by assassins, eventuality uncovering a plot her sister was involved with to destroy the world. Calling down rocks from the heavens, while Elves sort to battle her fellow Drow. After thawing this atempt at a new age of darkness, she took her drow followers and finding a rundown Drow city took over and rebuilt it.
3. In her fight with her sister she was placed in a dilemma and made to pick a side, bow before her oldest sister and her demons, be corrupted or see the family die. She picked another root, she made a deal with Asmodeus. Vowing to forge a place for him in the darklands. For this he have her power, lifting her form the realms of mere mortals. In her view she is self made, self forges as she says. Strength and Discipline, she spent some time talking with Asmodeus and learning of the truth of things, him and his brother, and the view he made to keep free will, but at a price, those that fall under his realm must fight for it, Fight Chaos, fight to keep all safe no matter the cost. His words hit hard and she followed.
4. She has seven daughters, with seven males she paid for as slaves or males she respected, each daughter has been given their own responsibility in the house. She expects them to do well in the roles she has placed them in. She knows one day one or more will make a move to end her and take her place. This is how it should be, the Drow way, what dose it say of her if her, child dose not grow to be more powerful than her. But until then, she will oversea, teach and control them.

She was beheaded Riazinr "Riz" Tanor'Thym and Fizzra "Fiz" Tanor'Thym blaming them for her mothers assassination, she then set about killer her others siblings unless they joined her. I powerful mage she joined with Demons, letting chaotic seep into every part of the city.
2:Tyrant Matriarch Kizira "Val" Tanor'Thym of Zirnakaynin city
Also known as Val the traitor, she was one of the 1st to join Vitrola, huntting her other sisters for her. But she covered the Thrown more than any and when they time was right, in full public display she killed Matriarch Vitrola Tanor'Thym, taking her crown, some say she is under the full say of the chaos, fully corrupted by it. And throwing the city in even deeper to its power.

City Governance
The City Government is based on Mercantilism an economic system where governments heavily regulated economic activity to maximize national power, wealth (gold/silver), and trade surpluses. Governments operated as central planners, using protectionism, monopolies, and colonial exploitation to ensure exports exceed imports, viewing trade as a zero-sum game. The council of the city is made up of Drow Noble families that control aspects of the city unitilites. Such upkeep of government buildings, sanitation, food distribution, Markets ownership, where houses they rent. They have a charter right to one or more monopoly on ownership {those that own} {where Birthright prevails, Seats on the City council being awarded by Birthright}. They are balanced with the trade guilds, {those that work} such as the Merchant/Crafters/Adventure/pathfinders/Assassins and so on, that have charters of Trade, monopolys on work, {where merit prevails, Seats on the City council being awarded by the trade Body to an individual V election}
Both of there are balanced by the Tyrants Family, The City Tyrant and her direct offspring, if the Tyrant wants more votes at council they must have more offspring thus encouraging the City tyrant to be more than a immortal ruler. Because her own children with 'retire her' if she was to become incapable. Of course this complex interweaving of self interest groups leads to endless political maneuverings and shifting sands of alanaces. Over all this is the Tyrant, there job is simple and impossible at times. Keep the city running and keep the political maneuverings to a manageable level. No open warfare is tolerated, Assassination yes, but never too much.
As a city Tyrant Matriarch Urlrith Tanor'Thym has been a stable force keeping the factions in check and growing the city with Traide, her law courts work, Bribery of the courts is punishable by death. Contracts are kept to the very letter, even if they letter is in the small print and costs you everything including your soul. Hers is a rules based system, stability and commerce, where everyone even slaves get a bit of the pie.
BACK STORY:
She got away by the skin off her teeth. When her elder sister felt it was time to thin the ranks of contenders as Matriarch the shortly after her mother's suspicious death. Two of her elder sisters died that night, Urlrith had the wherewithal to get out fast. And not to the deeper dark, that would only delay her death, No she wanted to go all the way to the sun lands. So with just some gems and simple kit she fled the city she loved. After a long and somewhat eventful trip she found herself in Riddleport, a city full of low life scum and criminals. She felt right at home. She meet Darsus Lorgen, a smuggler and someone with many connections. It took no time at all to worm her way into his orbit. She also meet Vorvashali Voon, a good contact and trader. But even here she was not safe. Her sister's agents found her, but not before she had made a packed with the powers of the Hells. But still she had to claw her way to power in the city. One of her attacks talked and she found out about Allevrah, drow prophet, and the worshiper of the demon Abraxus, her sister now the city Matriarch being one. Anger gripped Urlrith at the shire stupidity of her older sister. She swear vengeance and joining a party using her underworld contacts to fine the roots of her sisters crimes. When they uncovered the depth of the plans to bring a second darkness, In Mierani Forest she discovered the darkest secret and the truth of the cataclysm known as Earthfall. Heading to city of Zirnakaynin she and her fellows had to stop her sister and the dark prophet who would being Chaos over the lands. It was her she crossed Telandia Edasseril. IT was now that she went after her Demon loving sister. and again the Hells came to her aid, making the "Pax-Urbs" with the hells Prince Asmodeus. She was gifted powers to hid what she was and rule, really rule given Divinity to bear Demigod levels. Moloch showed her what power really was. And so she set out once more into the underdark There in the Land of Black Blood she meet her sister in battle. Finally slaying her and taking her rightful place as Matriarch.
Once the dust has settled the Demons sent back, she went home to her city and started the purges. Weeding out any and all who looked to the Abyss for power. She rose temps to the powers of Law and Hells. Making the city a center for the forever nights slave trade. With her links to the world above she also gained trade goods from above. Making her and the city rich. She let the Hell Knight come and set up a Keep, deep down in the darkness, from which to fight demons. She welcomes into her city any of follow her rules, be them made wizards or Assassins guilds. Her realm is a place of Law and Power, evil some may call it, But she only cares for the well being of her city which she loves more than life itself. She rules with an unseen Iron fist rapped in the finest of silk. Doing what her own mother had done, the tradition, she had seven daughters, each from a different Drow male father. Each given a role in government of the city. From the which to learn how to rule. Even her youngest, they where all Drow Nobility and as such had to earn their places at the top table.
The "Pax-Urbs" was made by Matriarch Urlrith Tanor'Thym with the Archdevil Moloch , selling her's and all her descendant female Matriarchs souls for the Pact. That the Archdevil Moloch would bless the city as long as he was openly worshiped there.
Clergy
Asmodeus' priests usually dress in clean and orderly red-accented black dress, and often wear horned masks or helmets for ceremonies. Clothing worn is usually expensive, and clearly so, as the faith preaches that wealth attracts wealth. In countries not under Cheliax's yoke, priests are expected to abide by local laws and take sacrifices only from willing victims. It is also common for individual priests to offer the sacrifice of a small animal before preparing spells. citation needed Clerics of Asmodeus may prepare lesser geas and a variant of geas, and the Prince of Darkness grants access to infernal healing and greater infernal healing. The ranks of the Asmodean hierarchy are detailed and heavily tiered, much like the nobility of Cheliax and the rulership of Hell itself. High ranks include cardinal and demicardinal, and other ranks include high priest (a local position). Other ranks have largely not been specified.
Dogma
Asmodeus believes that the strong should rightfully govern the weak, who in turn owe their masters unwavering obedience. He loves negotiations and contracts, especially those that give one of the parties a distinct, hidden advantage over the other. He expects and appreciates flattery, but its never fooled by it, seeing it as a negotiation tactic, as well as a duty those in inferior positions owe their betters.
Worshipers

The Prince of Hell preaches strict discipline and unwavering devotion from his worshipers; the strong should rule the weak. The Prince of Darkness expects flattery from his followers, appreciating it for what it is, and delights in deals and contracts that secretly favor one party over another. Followers of the Prince of Darkness often include nobles and bureaucrats, especially those participating in the slave trade and in those nations where his worship is openly accepted.
Knights of Asmodeus wear the typical black and red associated with the Dark Prince, often wielding a spiked mace. They seek out order to gain power. Some call themselves paladins to give their behavior a gloss of righteousness.27
Non-human worship
Beyond humans and other "civilized" races, Asmodeus is commonly worshiped by kobolds. His dogma of subjugation of the weak through trickery appeals to kobolds, who live in a society with a strict hierarchy and use deception to make up for their physical weakness. Asmodeus is also a god of fire, which kobolds use extensively in mining and metalworking. Kobold priests of Asmodeus appeal to their kindred's insecurity and lust for power, making them easily manipulated pawns
Organizations
The Church of Asmodeus is taking an active role in caring for the orphans left by Isger's Goblinblood Wars. Monasteries have been established to look after these unfortunates, and indoctrinate them in the worship of Asmodeus. The most well known are the Sisters of the Golden Erinyes.
The cold Iron legend
This is a fortification of Hell nights granted a place with in the city, for the single task of fighting Demons in the great darkness. The Hellknight Order of the God Claw venerates the lawful aspects of Asmodeus, along with those of a number of other deities, but is independent, and not part of the church hierarchy.
Religious symbol
The Prince of Darkness's religious symbol is a red pentagram known by his faithful as the Archstar, after Asmodeus's mace.
Obedience
Some devoted followers of Asmodeus are granted special powers from a daily ritual whereby they use a knife with a ruby blade to draw blood from another—ideally unwilling—sentient creature, use the blood to draw a pentagram on the ground, kneel within the pentagram, and focus on the glory they intend to bring to Asmodeus.

With in this city of LAW and its ruling somewhat evil Nobles, Even good can find a use, demons one ket weakness is holy weapons and as such the troops and mercenaries the city uses to fight Demons, come here pray, heal, gain blessings and weapons.
