Complete newb here and after not being able to find my answer in any other discussions I've been forced to come out of hiding and ask.
Regarding the Witches Scar Hex, specifically what was written in the FAQ.

First, what is a mechanical boost? I can't find this term in the books anywhere and in fact the only place I've seen this term written is in that particular faq.
Second, and the important part, why does the scar hex allow the witch to target that creature (that is affected by her scar) up to a mile away? And why don't any other witch hexes behave that way? (e.g. why doesn't putting blight on a creature also grant the 1 mile hex range bonus)?
Clarification on this rule would be very helpful as I won't be able to use scar this way without justifying how it works like that to my DM (since it isn't described this way in any of the books that I've found).
