1) They are not on the list.
2) None. The spell states: All melee weapons you are carrying when the spell is cast deal damage as if one size category larger than they actually are.
You don't carry an unarmed strike,
3) If you want to use the permanency scroll on is in the Self Only list, then YOU must activate the scroll. If it is on another list, anyone can.

About the Lead Blade Spell, I also read while waiting for an answer that a Monk`s Fists are considered as much as manufactured items as natural attacks.
(Still trying to find the place it's written)
As for the Scroll, if it is cast on a ring or amulet for example, then this scroll can be used by a mage of required level? or anyone with spellcraft and/or Use Magic Device can read and activate it ?
(I'm an Old GOGG player so the new rules in PathFinder are all new to Me, I stopped playing around 2e, and switched to ShadowRun afterwards)
