Is it really an issue if the second attack in Overwhelming Combination not as strong (for like Exemplar) or accurate (for like Fighter) as the first? I don't know if it's optimal depending on the class, but it is still a second strike for no extra action or cost if you have nothing better to spend the flourish on or need to avoid the MAP. edit: I'm running under the assumption that the baseline martial strike is Trained-Master and no big damage bonuses like Rage or Weapon Ikon Immanence.
