About Latimer Warren
"Latimer is, by all appearances, a normal appliance repairman. However, he's had an abiding interest in magical artifacts since he was very young, when he came across what seemed to be a pair of costume eyeglasses, which he discovered let him see incredible things. An extremely studious type of person, Latimer slowly accumulated a number of magical curiosities and texts, and began to piece together an understanding of magical theory that eventually allowed him to create minor artifacts of his own. In the process, he had of course encountered a number of people with similar interests, and once his experiments and studies started to bear fruit, he set himself up as a vendor of magical gear, first only to people he knew, but eventually expanding to online marketplaces.
Mostly it was innocuous stuff, luck charms, protective amulets, key fobs that whistled when you lost them, but occasionally someone would request something more offensive in nature. Latimer would of course refuse, but kept a record of who asked, just in case something happened. When one of his regular customers fell afoul of the Wardens, however, Latimer came to their notice as well.
In exchange for leniency, Latimer offered them everything he had on everyone who had ever requested a harmful or mind-altering item. The Wardens accepted, on the condition that Latimer submit records of all his sales to them, and provide information on anyone who makes potentially dangerous requests in the future. Latimer agreed, though he's slowed his production, and become far more picky about his commissions, taking on more mundane repair work to make up the difference."
