Complications:
Motivation (Tenuous Identity): Laguna's superhero persona is their only immutable connection with the rest of existence; they essentially only "exist" in the eyes of most people as a hero figure. Without their heroic identity, there is nothing to keep Laguna from completely disassociating from reality.
Amnesia: Laguna does not remember anything from their life before powers, gained at age 13. Even their original face is lost to them.
Power Loss: Dessicated environments would sap Laguna of much of their power.
Dependency: Laguna must "consume" (more immerse with and absorb) large quantities of water to fuel their powers. Lack of access to water would slowly rob them of all power, eventually including the ability to move their own body.
Secret: Laguna presents and acts as female (and in a specific hero-ing form) while doing their hero duties, and people recognize her as such. In reality they have no preference whatsoever and shift bodies frequently, which a certain subset of admirers may find troublesome.
