here is what happens whenever I will roll initiative.
By default, I will always choose to Stablize my Timestream - this means that I don't roll intiative and instead my initiative is equal to 10 + the modifier I would have used for initiative. This is usually her Perception (+5) and Scouting bonuses (+1) for a total initiative of 16. Her Chronoskimmer dedication allows ties with enemy initiative to be broken in my favour, so she will go first if the enemy also gets the same initiative as her.
However, if we are facing a single enemy or if Lady Lao does not perceive more than 1 enemy, I will try and Destabilize her Timestream. This means that:
1. She will not roll initative.
2. She will attempt a DC 11 flat check.
3. If the flat check succeeds, her initiative is equal to 19 + the modifier I would have used for initiative. This is usually her Perception (+5) and Scouting bonuses (+1) for a total initiative of 25.
4. If the flat check succeeds, her initiative is equal to 1 + the modifier I would have used for initiative. This is usually her Perception (+5) and Scouting bonuses (+1) for a total initiative of 7.

Backstory:
Lady Lao is a self-professed noble who moved into Willowshore many years ago, citing the need to lie low after a diplomatic faux pas elsewhere. Since then, she's been slowly gathering influence in the North side of Willowshore, trying to build up a bloc of influence against Old Matsuki (whom she dislikes for being too inflexible) while allying herself nominally with Kim Gu-Won (whose job as Exchange Manager keeps the tea flowing into the village, without which she would be very unhappy). Above all things, she tries to keep her status as a Tanuki secret. It wouldn't do to reveal her second face if she doesn't need to.
Motivation to attend the festival:
From AoN: "Tanuki love celebration and will hold any number of parties for even the smallest accomplishments." She's a Tanuki, she'd show up just to get drunk and enjoy the show. The fact that she gets to experience the honour of being an abductee during the Reenactment Festival is just a bonus.
