Features
Watcher's Eye (Background): Your experience in enforcing the law, and dealing with lawbreakers, gives you a feel for local laws and criminals. You can easily find the local outpost of the watch or a similar organization, and just as easily pick out the dens of criminal activity in a community, although you're more likely to be welcome in the former locations rather than the latter.

Lucky (Racial): When you roll a 1 on an attack roll, ability check, or saving throw, you can reroll the die. You must use the new result, even if it is a 1.

Brave (Racial): You have advantage on saving throws against being frightened.

Nimble (Racial): You can move through the space of any creature that is of a size larger than yours.

Naturally Stealthy (Racial): You can attempt to hide even when you are only obscured by a creature that is at least one size larger than you.

Expertise: At 1st level, choose two of your skill Proficiencies, or one of your skill Proficiencies and your proficiency with Thieves' Tools. Your Proficiency Bonus is doubled for any ability check you make that uses either of the chosen Proficiencies. At 6th level, you can choose two more of your Proficiencies (in Skills or with thieves' tools) to gain this benefit.

Sneak Attack: Beginning at 1st level, you know how to strike subtly and exploit a foe's distraction. Once per turn, you can deal an extra 1d6 damage to one creature you hit with an Attack if you have advantage on the Attack roll. The Attack must use a Finesse or a ranged weapon. You don't need advantage on the Attack roll if another enemy of the target is within 5 feet of it, that enemy isn't Incapacitated, and you don't have disadvantage on the Attack roll.

Thieves' Cant: During your rogue Training you learned Thieves' Cant, a Secret mix of dialect, jargon, and code that allows you to hide messages in seemingly normal conversation. Only another creature that knows Thieves' Cant understands such messages. It takes four times longer to convey such a Message than it does to speak the same idea plainly. In addition, you understand a set of Secret signs and symbols used to convey short, simple messages, such as whether an area is dangerous or the territory of a thieves' guild, whether loot is nearby, or whether the people in an area are easy marks or will provide a Safe House for thieves on the run.

Cunning Action: Starting at 2nd Level, your quick thinking and agility allow you to move and act quickly. You can take a Bonus Action on each of your turns in Combat. This action can be used only to take the Dash, Disengage, or Hide action.

History, Traits, & Background

Background: City Watch (Soldier)

History:
  • Jasper Silvereye as a well-respected detective of the watch that has left his service in search of greater challenge.
  • Jasper is rarely ever seen without his pipeweed pipe, a gift from his father when he had successfully joined the Watch.
  • While Jasper has never met Tallireen personally, he was assigned to the case where she was suspected for murder. Due to his diligence, he was able to clear her name though she never knew of him outside of him in passing. The killer was never caught but Jasper does believe she is involved one way or another.
  • While working to uproot a thieving cult dedicated to Mask, Jasper had the pleasant opportunity to meet Mitchell the nobleman hailing from Cloudkeep. The two worked together and cracked the case, putting a trio of dangerous thieves behind bars. The two have kept correspondence since, with Jasper announcing his retirement from the force in lieu of something "better".
  • Jasper's attention to detail and skill with others has put him in the crosshairs of a master spy who is looking to build up his network. What does individual's goals may be is unknown but they are ruthless in their pursuit to acquire the cunning halfling.
  • Early in his career, Jasper ran afoul of a lieutenant of Xanathar's Guild by breaking up a protection racket. The halfling had been pursued to the dockyard where his body could easily be disposed of. When he thought death was coming for him, a massive bear rescued him from the thugs and turned into a smiling, wild gnomish woman. She disappeared but he knows he definitely owes her.
  • Silvereyes is Jasper's earned name. He comes from a clan of halflings called the Jamjars. They make legendary jams, jellies, and baked goods that are famous amid the lower and middle class for their deliciousness. Jasper loves his family but just found the business too mundane for his taste.
  • In spite of the usual chain of corruption, Silvereye's Goldcoats (a nickname given to those under his command) where notoriously hard to corrupt, acted justly, and brought great respect to their division. Those who like them, love them, and those who don't certainly hate them. Jasper considers each reward they earn a triumph, like a father doting over his children. He'd put his life on the line to protect them and vice versa.
  • Jasper has no problem playing up the appeal of a common halfling; a lover of smoke and fine food. The unwise will dismiss him and not notice the brilliant look in his eyes as he takes in his surroundings. Not only is it a useful ploy but Jasper also loves good smoking, food, and drink.
