Joseph T. McCoy was a meek man by appearance and often of character (or so he felt), a Court Clerk of a small county in the South East of the United States. He tried to do his job to the letter, and was often frustrated by the fact that not all others did. Nepotism, corruption, and fabrication showed up every now and then and often there was little Joseph could do about it. Police officers would lie on the stand. Judges would let a 'friend of a friend' off with a lighter sentence.
McCoy arranged the schedules, helped the judges, and so on, but when it came time to stand up for right and wrong he often felt lackluster. He would voice a concern, and be ignored, or, in one case, have his career threatened. Joseph tried, but ultimately backed down. He always backed down he thought with disgust, and just tried to make sure the procedures were followed as best he could. What else could a weak man do? He passively aggressively buried those bypassing bureaucracy in as much paperwork as he could and CYA (COVER YOUR ASS) on every form.
A conflict of interest came up one week when he met Mildred Culver. Mildred was seeking a divorce from her abusive husband, but the man had contacts and made her life a living hell! But she had kept meticulous paperwork proving his lies (Hotel Receipts and more)
Joe, somewhat smitten felt a rare surge of courage, and decided rather than just be the clerk, heh would for once stand in as an expert witness. If it cost him his job, so be it!
So brave was he, that as he moved to tell his superiors he would be taking the stands, he recklessly snarfed up some gas station sushi... and died, he died a horrible gassy death. In the end the stench his corpse created was the most powerful statement he ever made in his life.
It would appear his dedication to proper Paperwork and procedure even in the face of whimsical judges and corrupt cops moved Bureaucrathel, Lord of Forms and Fates, and has taken him under his wing as a divine Inquisitor!
In exchange Bureaucrathel may see to it that Mildred receives a proper soul transfer to new body safe from her abusive ex, once McCoy has sent forth the request IN Triplicate and all prior requirements be filled.
