What statblock was it? 12k gear is actually below normal WPL. I believe RavingDork builds the characters with 25 point buy, did you forget to account for ASI, Racial Bonuses, and Ability score increasing items?
Edit: I just finished checking all of the 6th level characters, none have more than 25 point buy. Not sure what 38 point buy lvl 6 character you saw. I did find one with 23 point buy though.
