CR and XP are not the same: you're talking about XP, but the OP was talking about CR. If you have two CR 1 (ie. 400 XP monsters) you get 400 + 400 = 800 xp (ie. 2x). If you have two CR 1 monsters in an encounter that encounter has a CR of 1 + 1 + 2 = CR 4 (ie 4x).


The rules for rain say the following:

Rain: Rain reduces visibility ranges by half, resulting in a –4 penalty on Perception checks. It has the same effect on flames, ranged weapon attacks, and Perception checks as severe wind.

The rules for severe wind say:

Severe Wind: In addition to automatically extinguishing any unprotected flames, winds of this magnitude cause protected flames (such as those of lanterns) to dance wildly and have a 50% chance of extinguishing these lights. Ranged weapon attacks and Perception checks are at a –4 penalty. This is the velocity of wind produced by a gust of wind spell.

Does this mean rain gives a -8 Perception penalty? If so, wouldn't that mean perceiving in severe wind AND rain would be no harder than perceiving in just the rain? And if it's only -4, why do the rain rules go out of their way to mention "same effect ... Perception checks as severe wind" (but at the same time mention a specific rain penalty)?
