What situation are you making this in? Are you a DM homebrewing a world, or has your friend let you build a race for you to play as?
Not really, You can easily replicate this same stat block even by doing the following standard build:
Humanoid with Human Subtype(0 RP)
Size: Medium (0 RP)
Base Speed: Normal Speed (0 RP)
Standard (0 RP)
Human Heritage (0 RP)
Prerequisites: Human subtype.
Modifiers: : Members of this race gain a +2 to any single ability score of your choice during character creation.
Then take
Advanced Charisma (4 RP)
Prerequisites: None.
Benefit: Members of this race receive a +2 racial bonus to Charisma.
Special: This bonus can be taken multiple times, but each additional time it is taken, its cost increases by 1 RP. Its effects stack.
and
Advanced Dexterity (4 RP)
Prerequisites: None.
Benefit: Members of this race receive a +2 racial bonus to Dexterity.
Special: This bonus can be taken multiple times, but each additional time it is taken, its cost increases by 1 RP. Its effects stack.
Natural Armor (2 RP)
Prerequisites: None.
Benefit: Members of this race gain a +1 natural armor bonus to their Armor Class.
So there you have the same build minus the Improved Natural Armor.
EDIT
So as pointed out by someone else you have to be Advanced to take Advance Traits so by then taking Improved Natural Armor (1 RP) you would be at a total of 11 RP and able to replicate the build.
